Driven by a lifelong mission to align organizational resources and strategies with transformative goals, Cynthia Roberts Dumas, Ph.D., empowers communities, fosters educational equity, and drives sustainable, data-informed change across systems. Her extensive experience in public administration includes senior roles such as Administrative Services Supervisor (Performance Officer) at the DC Department of General Services, Office of Recruitment Administrator at the Metropolitan Police Department, and Supervisory Vocational Development Specialist at the DC Department of Human Services. In these capacities, she has led initiatives in performance management, human capital planning, policy development, and process improvement.

In addition to her administrative roles, Cynthia imparts her expertise in media and communications as a part-time journalism instructor for the TRIO/Upward Bound program at Prince George’s Community College, mentoring first-generation college-bound students in writing, research, and digital storytelling.

As an independent researcher and educator, Cynthia is committed to advancing equity in higher education by amplifying the experiences of all students, addressing gaps in academic discourse, and informing policy through her scholarly work. Her publications, such as “Understanding My Purpose to Drive the Dissertation Writing Process” and “Researching Black Women Fairness in Higher Education,” examine systemic inequalities and advocate for inclusive academic practices.

Cynthia holds a Bachelor of Arts in English with a concentration in Mass Communication from Elizabeth City State University, a Master of Applied Social Sciences from Sojourner-Douglass College, and a Ph.D. in from Morgan State University.
