Brooke Moreno is a doctoral candidate in Educational Leadership and Policy at the University of Arizona, where her research focuses on critical school finance and resource allocation. Her dissertation uses mixed methods to examine how Arizona’s state-level funding system and district-level decision- making shape equitable student outcomes.
Brooke is a trained program evaluator, higher education business administrator, and researcher who consistently seeks to understand how policies translate into practices that serve students and faculty. She is particularly interested in how larger systems play out in local spaces, including organizational epistemologies, governance structures, and decision-making authorities.
As an Arizona native, her work is attuned to the regional needs of her community, honoring the Indigenous, borderland, and multicultural communities of her state. Brooke holds a BS in Science Education and an MS in Program Evaluation and Data Analytics. She is currently a Business Manager with the University of Arizona College of Education and supports interdisciplinary research as a Research Associate with the University of Michigan.
